I thought the likelihood that she had picked up a tick and brought it home without you seeing & removing it, then it had transferred to a puppy, was negligible !  You strike me as much more attentive than that; which is why I thought you might be succumbing to 'Internet hypochondria' Tongue Smile.

PS  Glad he's decided he is hungry again.

Well, that answers the question that had formed in my mind...

Puppies--well, any baby animal--will not eat when they have become chilled; the body goes into resource conservation mode, and digestion would take away from the body's attempts to retain core heat. Warm them up sufficiently and give them fluids, either orally, intravenously or subcutaneously, and they'll bounce back and resume eating normally shortly thereafter.

Likewise, animals which become overheated also will not eat, either. Cool them down sufficiently and give them fluids, either orally, intravenously or subcutaneously, and they will also bounce back and their appetite will return shortly thereafter as well.

Lyme disease in a puppy that young is highly unlikely. Not impossible, but not high on the list of differentials.

I personally wait on water exposure, as hexe said, cold/hot puppies won't eat.
There are plenty of other things you can expose them to at this age.

In this instance, hntrjmpr434, I think the problem was more likely heat exhaustion than hypothermia...OP says the temperature in their location has been running about 37C = 98.6F, and if humidity is added into the equation, pup's system becomes sluggish as body tries to minimize heat-producing activities, and pups that are 3-4 weeks old aren't really too good about maintaining their hydration without help.

I do think 3 to 4 weeks of age is too young for them to be doing anything in water that's deeper than a few inches--definitely not time for them be in water deep enough to require them to swim, since they don't yet have the muscle development or coordination to do so without exhausting themselves. After all, they've only been walking around for a week or two at that age...

Well, that answers the question that had formed in my mind... , Puppies--well, any baby animal--will not eat when they have become chilled " straight after the swimming i put them on beach towels next to the mother and they start to nurse " All fans in the living room are switched off " .

Likewise, animals which become overheated also will not eat, either. Cool them down sufficiently ,
" The vet had mentioned about the heat , At the vet he layed on a instant ice pack "
" The outside is 37 °C 98.6°F - Inside 34°C 93.2°F "
3-4 weeks " Puppies are 33 days old / 4 weeks 5 days "

I have never had a winter litter , Nor do i want to have a litter at winter ... On the last 3 litters we have had the puppies swimming , Like i have mentioned we have never had a problem in the past .
We swim the dogs most days , all through the year ,, last winter was a warm one , The winter of 2013 we had a lot of snow ,, and my dogs where swimming in very cold water . When we drive home ,, i dry them off and put them into towel wraps where they sleep , Upto now , never been sick

There are plenty of other things you can expose them to at this age.
If you have the time , I look fwd to reading , What you do with puppies .
Our puppys have been out of the whelping box , since they opened their eyes , Step by step in and out , At night times they went back in ,, when everyone could climb out , We take away the box . The box was painted with EU , Toy Grade Paint .
As the box is in the living room , they are used to people walking around them , As the living backs off into the garden ,, they can get up and go to the toliet outside .
As our floors are tiled , we put towels down , Pick pooh up with tissue and use the towels to soak up the pee . All towels are washed daily with the dogs own washing machine . Some of the puppies are already house broken .
We have started to play sounds from the soundbible , As we go along we start to play the noises more louder
................................

We do their first vaccinations at 6 weeks , On the puppy heartgard it says to be given at 6 weeks .
Should i give heartgard first ? or the vaccintaions first ? , How long to wait in between ?
