the "R" word should be ''ROM". Not the program the GSDCA has for recognizing producers [ dogs] of champions, but breeders who do way more than the minimum. ROM breeders have;1] proper facility for their dogs.2] do health certifications 3] train their dogs 4] net work with other breeders 5] give proper care to their dogs 6] sell to individuals and stand behind their pups. 7] ?????????????????/ more input?

Regulation without funding is a hoax. In NC some counties have enforcement of state laws and some do not fund any enforcement so guess what .. they have none. Kennel inspections don't get done without kennel inspectors. The recent fly ash mess with Duke Energy is an example of how the legislature has wiped out existing state and federal laws simply by not funding an agency or cutting their staff ( the NC Dept of Environment ). It is much cheaper for Duke Energy to buy votes in the state legislature ( and federal ) than to fix problems they have been creating for years. Just buy time and profits by buying political power instead of fixing the problem or following the law to begin with. Regulation is not the problem .. the problem is lack of uniform application and enforcement. Some can break the laws and regs because they have political friends who will bend the laws and defang the regulators to let them make their profits at the public's expense so long as they share what they steal with legislators at campaign time.
