I have seen someones dog hung on fence dead because the loose collar with tag got hung in the space between slats while the dog was jumping up and down barking at someone on other side. I had to come to their home and help them cut their dogs collar off and dispose of him for her. The collar was loose but in this case it did not help because the slack was between the fence panels and the dog was barly able to be on his toes caught him jumping up so when he came down he was "hung" I do not take risks with my dogs, just personal preference and I will never forget it.

I use the rolled leather slip collars from Bridgeport Equipment. They have a buckle so you can fit them.

GSDNewbie- if the collar was so loose, why didn't it just slip off the dogs head? Thats terrible! Something similar happened to a friend of mines GSD, but she had a choke collar on her, something I'll never leave on mine.

One dogs gets their jaw on another's collar, twists around trying to free itself, and now you've gone through all that slack in a hurry and you've got one panicked dog stuck and another panicked dog being choked.
None of my dogs wear collars of any kind unless they're out in public with me.

@ jenni78- None of my dogs run together at any time to get tangled up in each others collar.

My dogs are more at risk from NOT having a collar on.
