Bone development is normal for a 9 mo old. The pelvis is badly twisted and it looks like the pubic symphysis is not closed yet, allowing for a vertical shift too. The balls itself look fine, yet the left rim appears shallow in general. If you truly consider this dog, have new x-rays done and have them pre-lim'ed. After all we are mostly just "novices" here with opinions ;)
