here you can ask anything you want to about the dog, owner, hips titles....
The most used company for export from Czech is Pet Air, you can shoot him an email to see if any arrangements for shipment have been done. The owner speaks good English and he will tell you yes or no.
Where did you send the money a private account or Western Union? you can trace it back and contact the authorities in Czech Republic if you want to. It is rather royal pain but maybe it will be worth the reward.
