A tie of 15 minutes is real nice and nothing to worry about. Sometimes a few seconds in the right spot is all that is needed.
I have paired the male and the female dogs for breeding since the late 70s. While observing the tie times of 4 different breeds, American Pit Bull Terriers, Belgian Malinois, German Shepherd dogs and Weimaraners, the ties have usually been about 10 - 15 minutes over the years. Some ties have been less and a few longer, I have had several of the "hold the swollen male" in place for 5 minutes or longer types of breeding over the years too. They work, but if this happens to you, try to "hedge" your bet by breeding more than once for better odds of conception, even if holding the male in place. (note: the female must be held still too.)
Have had one, one shot stud fee breeding, without any tie, just my male doing the thrusting and trying to slip in and lock up. He was slipping in and slipping out, mounting and unmounting and trying it again and again, pre ejaculate / ejaculate was seen being splashed on the side and leg of the female. Finally this all stopped when a direct shot of the ejaculate splashed directly into the female dog's owner in the eye and face, he was steadying his female dog by holding her collar and head. There was no tie, no locking up, no "holding it in place 5 minutes", nothing. The guy who was extremely mad about getting dog ejaculate in his eye and face, turned beet red, started cussing up a storm, took his prospective brood bitch, right there and then home. After a few days, I called him on the telephone no answer, no return telephone calls, wouldn't answer his door. Well, nine weeks later, he did finally call me. He must of got over his anger and embarrassment. His first time bred, prospective brood bitch had a litter of 9 puppies. When I demanded DNA testing for verification, he started cussing up a storm again. So, I told him enjoy the litter of mutts and went home. Well, a few weeks later the DNA was done and verified all around. I did not charge a stud fee for this litter due to all the circumstances involved. The DNA verified litter was registered and the guy being a great sport after it was all over demanded I take a puppy from the litter. I did and she was a very masculine female dog, almost a carbon copy of her father. So much to the extent that when I took her and him to dog shows, I was constantly asked if they were litter mates.

As for the question concerning the swelling of the males bulb and locking inside the female,
the swelling of the "bulb" causes the female to have contractions which facilitate the uptake of the males sperm into the female organs.
