This is a very good question....For years I thought that
people had a very unreal expectation of dogs. Especially as
far as courage goes.... Than I saw a dog that was so incredible
I thought it was me interpreting the behavior wrong. This was a
German Shepherd son of Seigo vom Angerholzs. .... I watched him
work for about three months,...he was not my dog. Than I came to
the conclusion that these type of dogs are like metal of honor winners
few and far between. But the good news was
they do exists and live up to all the hype that I had heard.
Dog courage is a little different than people courage, but not much.

Actually it means there is nothing as courage in dogs, do not compare them to man. Dog has no courage he either fights and attacks to protect his position in pack or to please his master man, that is what the saying means.

Over coming fear, and completing the task under pressure.
Would be my explanation.....But to a Hundsman or woman, it
is the bond of the dog to his owner that brings out much of it.
His trust in you.....Humans are not that way, unless it come to
their children...... It is similar, but the dog would be like a child
fighting for his parents,....or a pack type behavior.

Okay good views,
I was reading a story of a Army k-9 in Vietnam. (short version) handler downs his dog and moves forward, Dog takes 2 hits from enemy fire, hander moves forward and is hit with fire about 50 feet from dog. troops behind and enemy exchanging fire. Dog (being thought of as dead starts crawling to handler makes it and attempts to pull handler to safety takes 3 rd round and dies on top of wound handler... Handler latter wrights that the dog was the bravest being he had ever met.
Courage?,Bravery,Well trained dog?.
