Nope, nothing wrong with his structure. As others have said...it's just the way he is heeling, that makes it look like his hocks are funky. I have seen quite a few dogs get into it that much and do the same. At a relaxed walk or at play, they move much different.

In the photo you can see the string from a ball/toy right at the top edge, directly in the line of sight of the dog.  If he's anticipating a sit or turn he may have shifted his weight to his back legs.  I've watched dogs almost creep along in an awkward sitting position if they were anticipating a sit (the handler was working on stopping the behavior at the time).  At a normal heel position, the dog in question looked just fine.

Handsome boy, though - a video would give a ton more information.

I agree   Sam Spade    all the way...If any pup of mine every walked like that I would be on my way to  DALLAS TO HAVE HIPS OFA PRELIM ...

WEAK   WEAK AND HE IS WALKING ON HIS HOCKS.   THE rear is suppose to be where your strength comes from and it is very obvious.  He may be strengthened with some swimming or sand walking but evidently no one has bothered to correct it.  
DOG ALSO HAS A ROTATION ON THE OTHER LEG IN REAR.

Pfft. There's nothing wrong with this pup--he's barely containing his desire to jump up and snatch the ball from the handler's hand, but he IS containing it, yet is stretching his neck as far as he can to try and get the ball without breaking from 'heel' position...so the movement of the legs is exaggerated as well because his point of balance is shifted and all his weight is shifted to the hindquarters, primarily the left hind. 

He's a nice looking pup.  If he walked that way without the stimulation of the ball being dangled over his head while he was being required to cap his desire to jump up and grab it, I'd worry about his soundness, but I'll bet he moves like a normal, well-built GSD pup when he's turned loose.

This is referred to as "collected" heeling as in dressage. The dog runs, jumps, retrieves just fine.This the type of focused heeling required in a point dog. At least, his body is not wrapped around the handler as it might be it the handler habitually presented the reward from his right hande.

I really do wish there was a video of this dog.
Its so hard to tell whether he typically walks on his hocks like that, or if its just a matter of the picture snapping when he had his weight back.

The concensus seems to be that its the picture.

i think this pup would look wierd in that picture because he's pacing. i suppose if he's trotting he would look much more..better angled or nicer? there's nothing wrong with this pup and i agree with mudwick, it's the picture.
