US Dogs traveling to the Cruft's show in England don't need to go through the quarantine, so it must be through the PETS scheme.

If there is no way around the quarantine, it "might" be possible to negotiate with their county officials a quarantine area that is closer to them in there area which is approved by their county or governing body.

Steph,
What Carol wrote above in point 1 to 5 adheres to the PET Scheme in UK which by-passes quarantine regulations.  I would just add point (6) a requirement for a health clearance certificate from the vet before travel.

Pets brought into UK must be flown in via cargo flight which can be expensive.  UK does not allow accompanying pets on inbound flights.  Unless things have changed since 2008.  Oneway to minimise cost and travel with your pet is to fly into Europe and take a boat across into UK.  Remember PET Scheme must comply whatever route one decide to take.

KLM airlines are fantastic and do allow accompanying pets.  I did this route once from Washington DC with KLM flight to Amsterdam, hired a car and drove to Calais (France) and took the ferry across.  Fortunately I got someone waiting to pick me up from Calais and did not have the hassle of driving the hired 'left-hand drive' in UK.  It worked out alot cheaper and I was with my dog every step of the way :)

If they live north of the country in UK, it would probably be best to take the cargo route with a few dollars more.

The link (Defra) which Chris/ Silbersee provided has all the information regarding travelling with pets into UK (emphasis again on the PET scheme to avoid quarantine.)

Read between the lines. This gives them a reason to place the dog. Why are you trying to throw a monkey wrench in their plan?

I agree with you Sam.  Let's hope they can re-think their plans to keep the family dog.

Sam Spade, I sincerely hope that you are wrong, for the dog's sake. But I have a bad feeling about that as well. It took me just minutes to get all this info by googling and I have never imported or sent a dog to England. The only experience I have is by listening to other people, in this case that girl I used to see every Saturday at the horse barn. It should have been easy for them to find all that information by themselves, if they only wanted to.
Poseidon, the last link I posted had accompanied flights to Manchester. That could be an option as well, if they are interested.
Steph, please keep us informed on what becomes of that poor dog.

Well you offered a solution. Offer them a good home and see which one they prefer.

Thanks all so much for your help, I am bummed to say the least...I tried and all of you did too....
Here is her reply when I forwarded all the info above...

"Hey Steph,
What it boils down to is cost... from the British Expats website, they've told me the dog has to be flown to London (not sure how accurate this is yet) Our money isn't worth very much when it comes to the exchange rate and the cost of commission afterwards, we are going on a very tight budget, and hopefully UK immigration won't give too hard of a time... They require that we maintain an income of about 400 USD a week, in order for my visa to be approved, or I must carry a LOT of money in savings at the time of my application. So we're stuck in a jam, I have been to all of those websites and it SEEMS really simple, In all reality, we may not be able to afford to actually get her there.
I am in the Heights but I could meet you somewhere closer to the interstate, it's pretty difficult to get to our house if you don't know Billings very well, we're in a newer development and our street doesn't show up on any maps yet. Let me know, thanks!

M......."
