Because some people don't care.
When I worked at the shelter that one summer, I saw dogs dumped for reasons as above...Just didn't care enough to try training. Behavior modification is so much harder, in some cases, than just doing things right from the beginning.

There are sonic-based bark-stoppers, too. They emit a sound humans can't hear, but are supposed to startle a dog into shutting up. They don't hurt the dog. Some dogs respond well to thoe citronella-based anti-bark collars, too. Did the girl try those?
Hell, I'd be willing to chip in, if she wants to buy one of the sonic things to see if it would solve the problem? How soft is the dog....because I suspect it really only works on softer dogs.
