Ok lets start from the beginning, where on the back end is your dog chewing? ( base of tail, hip area, anal area). Is he chewing anywhere else, is it an all day chewing non stop or at certain times of the day. Next question are you having to use heat in your house because of the cold snap in Vegas. Do you have any bugs in Vegas that do bite dogs. Next big question, have you taken you dog to your own vet for a checkup.

I too would look for an underlying cause such as bone, nerve or muscle damage; what cannot be picked up via x ray can be picked up by an MRI.

Once that is discounted you may wish to consult a chiropractic or similar that can re align any slight sub luxations that may be present (this is not a one off but may be done regularly eg every 3 months depending on the injury etc)

As for hair, once the dog has been checked for any and all mites such as walking dandruff, mange, fleas, harvest mites, plus malassezzia etc and discounted you can then look at diet.

The majority of skin problems are due to environmental factors the biggest being the dust mite which cannot be cured but can be managed often very well with homeopathic support.

Diet could include Fish Body Oils in mega doses with Vitamin C; be extremely careful with Zinc.  Vitamin C could also be given as well as Borage (starflower) oil.  I would avoid flax seed.

the dog may have intolerance issues with some food nutrients but the only way to satisfactorily identify these is via an exclusion diet.

Caladryl, the pink stuff is ever so much better and soothing to the skin.

Put a teaspoon of Apple Cider Vinegar in his water or on his food.  Pharaoh gets that in his food.  Also, pureed canned pumpkin, a heaping tablespoon in his food.

I also like Showstopper-shot gun approach.  It has everything.

Ok to answer some of the questions.

-Dog is on raw now up from the Costco dog food he was being fed. He is on many suppliments and vitamins. His coat looks awsome
-He is ONLY licking across the top of his rump
-He is licking pretty much all the time but no where else on his body other than the rump
-When I touch the licked areas he almost drops to the floor
-It does not look like mange of any sort ( I will check out the one listed though)
-Benadryl has absolutely NO effect on his condition (which makes me think its not allergies)
-I keep my house cool even though I use Central heat
-He is moaning alot which tells me that he is might be in pain (but since he just drank my pineapple martini he should be fealing better soon)
-I just applied some lidacaine to the open area and he started wagging his tail
-He is getting borage oil now
-Xrays are next on the list from the vet. Pred was a choice but I only use that as a last resort since its a bandaid imo.
-other than mites. spiders, and ticks not too much else in Vegas. He is inside and its kinda cold for spiders.
Unfortunately because he is  a rescue dog funds are not unlimited.

I am just wondering if he is having anal sac issues.  Just a suggestion.
