You are exactly right. And doing something to see that the finder posts flyers, calls vet offices, the shelter, scans the dog for a chip etc., places ads (often free) in papers is rarely done. Just this date someone idiot called me wanting me to take a dog that was sleeping on her porch. It was in the city and I am in the country. I asked if she had taken the dog to a vet or the shelter to scan it, and she told me she could not afford that. I told her that was free. I asked her if she had done any of the things you mention above and she said "I am intelligent so I know about all that", but had done NOTHING. I told her to take the dog to the shelter or, at the very least, call the shelter to report the dog as found. She hung up. LOL......hopeless.

Sounds to me like the people who found the dog simply want to keep him.  Possibly they called this tattoo registry because they saw the tattoo and wanted to register the dog in their name?  Or maybe they wondered if the dog had an owner.  Apparently "Julie" has decided these people are a good home for the dog and so no further need to actually find the owner before accepting registration monies for the dog and proclaiming them the "registered owners".  What she has failed to do is inform the finders, that the dog does have a found breeder, who obviously sold the dog to someone - and that someone may very well want the dog back.  If the owner doesn't want the dog back, the breeder might.  There may very well be a contract between owner and breeder that the breeder gets the dog back in the case the owner doesn't want it.  Either way, the dog is registered with USA, most likely registered with AKC, so legally registered to SOMEONE ELSE.  LEGALLY is the key word.  Owner and breeder can provide proof of ownership - and I'm sure if the owner/breeder want the dog back they could press charges against the "finder" and Julie for failing to deliver the dog to them if they want the dog back.

If the owner wants the dog back, and you have publicly stated that you will not give the dog back to the owner (statements which are documented) - then you may very well be sued.  I hope that the owner does contact you - or the breeder straightens it out.  If I were the breeder I definately would have already - but you never know what channels might be necessary to take to locate the owner - might take some time. 

Whatever happens I hope the dog ends up in a great home.

You say that you are not here to get business for your company, yet you have the phone number and website plastered along with all your statistics and fun facts about your company. Too bad your condescending attitude just lost you some potential business. I would have considered registering my dogs with you, had you not come on here with such an ugly attitude.
Guess the microchip way is the way to go. At least the vets cannot "give" your microchipped dog away if they are lost or stolen. This dog could have been stolen, and maybe the owners are not even near the location where the dog was found. The owners of the dog may have given up hope and don't even know he's been found. 

I hope the breeder has a copy of the contract and wants the dog back, at least until the rightful (legal) owners are found. I agree with Molly, it sounds like the "finders" of the dog just want to keep him.

LOL, BS. I personally know three people who made complaints to your company several years ago about the quality and method of the tattooing. When one does not want to hear a complaint, I guess one can post BS like this above.

Further, this person has an ethical responsibility to make sure the present owner has a real opportunity to get the dog if they want it. That can't happen if someone is holding a dog, essentially hiding it, or holding the dog hostage as this person seems to be doing to suit her own whims.

Folks, do yourself a favor. While no system is perfect, pen tattooing is the weakest link, especially this outfit. Get your dog properly chipped and make sure the registry has the right information and check to make sure they have it at least once a year. Make sure your dog has a collar and tags. Best bet: don't let your dog get lost in the first place.

By the way, if you post here, expect a threatening PM from Julie.... LOL. Just block her from sending PMs and let her rant here.

I would say the posts here are Unbelievable .... however, they are typical.   Leave the OP alone; she is trying to do the "right thing."   Geez .... give it a rest.

11/12/09 Breeder called Juliesue and advised he would check his records and get back to her.

You are making a very serious allegation regarding USA.  I am sure I am not alone in wanting to get this straightened out.  Please provide all  the tattoo numbers for all these found dogs you have been contacted about, dates you called USA, and the names of the people you spoke with at USA.   Apparently there is a big black hole somewhere and we need to get to the bottom of it.

Again Julie:  Please provide the tattoo numbers, dates you have contacted USA and the names of the people you have contacted.  If  you are fielding calls on as many as 20 lost dogs a month,  who were tattooed and registered  through USA,  and USA has not provided you with information regarding the breeders on these lost dogs, then there certainly is a major problem.  I would think, if your number one concern was the lost dogs, you would want to assist in solving this problem by providing the documentation requested.
