Harley,
My black bitch has a thin coat to begin with and in the summer she too looks very thin on the chest and lower shoulders.
She does not scratch and has no real issues there but maybe its just being black in summer.
Your dog looks good from the pedigree picture, maybe post an update.
Unless you see a problem I wouldn't think its anything serious.
