IMO that isn't fear at all. That is aggression and dominance. In a wolf pack, tail up and ears forward is a dominant gesture. My female displays that a good deal when exposed to strange dogs, so I think i know what you're talking about. xD

My 19 wk old male pup has started the last couple of weeks of raising his hackles, barking and charging everything....  His tail is up in the air sometimes, sometimes straight out and ears forward.  I thought it was nerves - but with the comments on here I am not so sure....

What is your thoughts?

Puppies do go through what they call 'fear stages'.  Most dogs do go through it, and they come out of them.  Normal, IMHO.

I had a rescue dog, that we always said would "Bite first, and ask questions later." I've always thought this attitude was one of a fear biter. He was quite aggressive in his stance, tail level or up, ears forward, eyes that went to that far, far away expression. Strangely, there usually was NO barking warning. And it was no threat, he was very civil and damn serious about it.

If someone has a better insight, I'd like to hear it!

Maddy will charge the woods at night, hackles up and barking then stop dead in her tracks and listen, she's trying to flush whatever might be there.  If she hears movement she goes in after it, if she hears nothing she comes back tail wagging proud of her effort. 

I don't care about tails or hackles or ears.   If there is fear you will see it in the action not the poise.

If your really tuned in you can feel it on the dog.  

Don't mistake caution for fear either.  

Any dog is cautious at something new, the real tell is how long it takes to figure out the situation and make the next move, and the move itself.

Looking at posture is great but you have to look at the moves and reactions of the dog in every situation over time to honestly judge the behavior.

Ah, Two Moons - I like the way you think....Some people jump to conclusion - that puppy has bad nerves - but you always look for the good.. I like that.
