When you put the dog in the down position place quickly a treat between his paws on the Ground ,dont feed him from the hand. Stand upright, then say"down" again and place the food immediately.Repeat this until you can see the dog anticipates the food from the spot between his paws, together with the command down the dog will accosiate the "down" with the treat from the ground and will remain there. After a couple of minutes and about a dozen treats you can move a couple of yards away with the command "down" then stay there for a few seconds go back to the dog stand in front of him say "down" again and reward immediatly. Increase gradually time and distance and vary time and distance all the time.
That way after about 10 minutes you should be able to be about 10 yards away from the dog without any probs.
Dont change the tone of your voice or talk in any other way to the dog, especially the "good boy/girl" thing as it only confuses the dog. And of course , start the exersise without distraction! that will be built in later. Good Luck

I do a variation of Jim's work. The only thing I will add is that the tug/ball is always thrown BEHIND the dog when you break. This goes for all motion exercises also. The reasoning is why would the dog come forward for a correction when the reward will come from behind. Good luck in your training.
