I've known of a number of GSDs with prostate problems, whose sperm counts varied widely in results, going up and down like a seesaw.
You may want to consider having semen collected and stored at a time when he is producing good quantities of viable sperm.

"I recently purchased a Male from this kennel from a gal named BRANDY PETITJEAN to be a stud here at our kennel. Before I purchased him she sent me a copy of a semen evaluation which said his semen was 85% motility. I went yesterday to do an AI at our vet only to find out his semen was dead. I take great care of my dogs, so for this to be a cause of my care for him is out of the question. Since purchasing him, her Web Site and phone have disappeared. I going today to a repo specialist to see if I can get to the bottom of this. Also since purchasing him from her I was told by his first owner that she has had a fertility problem earlier before selling him to me. I feel that he was this way and she sold him knowing this.
