I have never done prelims -  I think it's an unnecessary expense.  As I don't breed, I wait until they are around two years, then OFA....

14months old and its the offical results. i do not do them before this time just to see how they are

I do all mine between 12-14 months old, so I can see if the dog needs to be placed in a pet home before spending another year on them, only to find out they're not going to pass.  Whoever doesn't pass at the pre-lim time gets placed into a pet home, those who pass stay on.

are you just doing hips or hips and elbows?  elbows take longer to be reliable on film, but you can get a fair idea after 12 mo.  if you are just doing hips you could go a few months earlier.  i like to do both (and possibly spine as well) so i am inclined to wait a little longer.
