I grab a biting puppy by the muzzle and say NO as I squeeze a little. Don't squeeze hard enough to hurt the pup, just hard enough to get his attention. Unless he's the 1% that's persistent and then I squeeze harder the next time. They learn quick.

I grab the top of the muzzle and put pressure on the lips like others have said but not enough to hurt bad, enough to get attention always immediate and with a "no bite" or I grab back of neck with the "no bite". I encourage biting toys and tugs because I do want my puppies to bite the decoy during protection so if you want a protection trained dog, you have to be careful how you discipline your pup, can't discipline hard then expect your dog to have no issues with bite work later. Make sure no one is accidentally encouraging rough play which will result in biting, puppies can't help it. I never allow anyone to play rough with my dogs, especially rough play involving hands and arms. My dogs have learned to never bite Momma . It was harder to train my husband not to entice biting by rough playing than training the puppies not to bite
Good luck
