As Bob has already said, OFA wants to see at least one half of the ball seated in the socket. If you run a straight edge along that right socket, you can see that a little over half the ball is covered. The "flat spot" some have mentioned is normal, it's where the joint capsule attaches. OFA likes to see that as it indicates to them that the knees were rotated inwardly.
It's impossible to second guess OFA, so there's always a chance this dog or any dog will get a fair although a better rating was expected. If the prelim xray received a good rating, then so should this one as there is essentially no change at all from the first. I don't get too hung up on ratings. Many times a "fair" dog will get a good or an excellent with a different xray. Normal is normal IMO.

I've been anxiously searching the OFA database 3x a day LOL
Finally a search just came up for her - hips good, elbows normal.
