Would agree with an old urinary tract infection. For a uterine infection going on over that amount of time the dog would be much sicker in my opinion. UTI's can be very stubborn with resitant strains of bacteria. Often blood and puss is seen especially when not treated properly. The urine can have the appearance of thick muddy creek water smelling foul. Therefore the straining. Also the urge to squat often with not necessarily anything coming out but few drops. Kidney damage may occur.
For further reference. Your nose is a good indicator, so wipe your dog preferably with a clean papertowl or toilettpaper after you saw her going and take a sniff to it. If it smells foul, take her to the Vet asap. If a bitch is in heat, it has a fish like smell to it.
For a high valued breeding prospect uterine infections can also be treated with antibiotics placed intra-uterine (inserted into the uterus). Not sure how many Vets are doing this.
