I will check on all the particulars to qualify the collect facility and import frozen semen from the AKC tomorrow, folks. I'll check back later and let you know the particulars if you wish.

Veronica,
what Karla was hinting at is that it is prohibited to do AI in Germany. You won't be getting frozen sperm from Bomber, unless his ownership changes and he will leave Germany! So, you will either have to fly your female to Germany or you will need to buy a female bred to him prior to coming over.

It is prohibited in Germany, yes. It is not prohibited in the USA.

That wasn't what she was hinting at. You don't need the certificate of breeding, as you own the frozen semen when you do the breeding.

Chris, I will send you a PM.

Under SV rules, no owner or breeder will give you this semen. If they are found out, they are disbarred from the SV. Violations against the breeding regulations are taken very serious. I don't want to argue with you and I really have no interest in the matter if somebody wants to import semen or not, but I can assure you it is not done. Just ask Australian members, they have tried it before. If you buy semen, you will need the seller's signature, right? Even if the AKC agrees to do that without the SV's certification (which I find hard to believe), it will make any German owner very hesitant to do so.
Here is the part of the SV breeding regulations which discusses that part (unfortunately only in German) - under para. 4.2.3:
Samenentnahme zur künstlichen Befruchtung,
die künstliche Befruchtung selbst sowie
das Klonen sind untersagt. Welpen, die
so erzeugt wurden, werden nicht in das
Zuchtbuch des SV aufgenommen
Courtesy translation:
Retrieval of semen for artifical insemination: The artificial insemination as well as kloning is prohibited. Puppies, which were created this way will not be recorded into the breed book of the SV.

Thank you for the information Chris. Perhaps, however, since the offspring produced are not recorded into the breed book of the SV, but into another registry, maybe it can be done? Do you know for sure it is forboden to do it at all for non-SV dogs? I admit that I thought it could be done, and had not done my homework on it, since I had not gotten far enough to request it to be done. I had heard that Germany did not allow it within the country, but I also thought that perhaps that only applied to within Germany.
If it can't be done, okay, then other methods of acquiring what I want are available to be utilized in the future.
Okay, for dogs in countries OTHER than Germany, who allow frozen AI semen breedings, without wondering about loopholes, I do have all the steps for it and it is not onerous.
If Karla wanted to collect dogs at the WUSV, not all the dogs there would be German dogs that she would necessarily want to collect from, so if it is legal in their country, then there is no problem in doing it.
