The site does not give me a local NDR rep. to contact and set an appointment.

Two of my GSD's are tattoo'd & micro chiped. My 16 month old female's chip migrated from the back of her neck to the front!!!!! Unsure how or why that happened as they aren't suppose to migrate far like that. All my animals wear a collar (24/7) with a tag engraved with their name, my name and my phone number. It ruffles up their hair but it gives me peace of mind. I am glad to hear it helped this family & dog.
Those tags have come in handy a couple of times. :o) One time I was at a seminar in NC and my dogs were still in the back yard at night because my daughter got home late. Thank God they were in kennels because the neighbor behind me kicked out a panel in the fence (brand new PVC fence) to get the dogs to be quite. :o( They didn't get out at night because they were in kennels in my yard but the nect morning when my daughter put them back out in the yard to do their business they escaped through the fence. Someone grabbed one of the dogs and phoned my house alerting my daughter who was able to collect them all before they were injured or grabbed by someone wanting to keep them.

Here in Australia, we have one National tattoo scheme for GSD's.
This means that if a GSD with a tattoo is found anywhere in the country, its breeder is easily identified by one phone call to the National GSD controlling body.
Many dogs have been re-united with their owners because of this. We have rescued 3 of our breeding from local pounds, because they were able to contact us, as the breeder, after efforts to locate the owner were failed.
Our system seems to work quite well, as most pounds/shelters are aware of it.

Rugers, your vet, county treasurer, local kennel club or grooming association should have the names of NDR tattooers.
