I do sport. The sport/working dog breeders I know prefer their best dogs to remain in sport and the surplus goes to the police. They usually breed from established lines, have access to overseas stock and have a wealth of dog knowledge.
Police departments vary greatly depending on local ethos and the amount of money the have, red-tape they have to deal with and quality of handlers. Some accept any old donation and make do. Some have excellent breeding programmes and only breed from established service/working lines. Some forces cross in showlines and guide dog lines to get more control and handler sensitivity. Some buy from sport breeders. The variation is just vast. Police handlers vary from those who can just about cope with a donated showline to international chamionship quality. Similarly sports enthusiasts come with varying degrees of skill. The same dog can be an uncontrolable, unsafe dog in one person's hand and a unbeatable working machine in anothers.
Dogs with full grips, who can take intense pressure, are handler responsive, will remain as such no matter which working field they enter.
