I have purchased other dogs, from Germany and also Slovakia and Czech Republic...even had to have two dogs that I purchased from Slovakia titled before being shipped, and the papers were either delivered with the dog, sent within two-three weeks following the dog,  and in the case of the two dogs I had titled in Slovakia prior to shipping to me in November, I still received their  pedigrees and all related documents for these dogs, with recorded scores and titles on their pedigrees and ownership transfer recorded to my name, within 3 months after the dogs got here.  Then AKC was only a couple of weeks to get the ownership transfers into my name done, and papers for all dogs arrived about 3 weeks later.  That is really how it should go if the seller has everything in proper order before offering the dog for sale, or certainly after taking the money and shipping the dog, don't you agree? 

Problems could be that she didn't actually own the dog she sold to me (stolen??) or that she hadn't paid for the dog in full, or that the dog infact was supposed to be neutered before the papers were to be issued to the new owner. 
All these would present problems to this seller in order to provide me her papers...

Help on getting my claim against her into court would be appreciated.

Someone said I should file that this dog has been abandoned in my care, and since I have not received a bill of sale or papers showing it is my dog, bill her for the board for a year?  Plus demand a refund on the money I paid her for the dog in the beginning since she cannot supply me with her papers. 

Can I do this, and if so, how would I proceed with this?

It sounds like the advice you got at the courthouse is best.  Proceed forward in whatever court has jurisdiction.  You should ask for your purchase price back, but be prepared to return the dog.  I would imagine you will get papers quite soon, since it sounds like your dog doesn't have much value as compared with the price you paid.

I will check with the local courthouse and find out how to file a civil suit and represent myself there.

I doubt very much this scammer will show up in court to refute my claim of fraud against her...
She has already proven this to be the case on another similar matter with a friend, who now has won a judgement against her.  However in my friend's case, the monetary value that she has lost at the hands of this scammer was HUGE compared to this single deal of mine with this same scammer.  Wish I had known about her deal going so bad before I got mixed up with her on my deal.   


A large for my pursuing this matter in court was that I feel a fair amount of responsibility to expose this fraud and bring this scammer to justice, because I know first hand that I am not the first person, nor will I be the last, that this scammer will take for everything that she can.    I also think that someone at the SV should be interested enough in this particular person's dog sales as to want to investigate them...she is highly unethical and fraudulent in many ways within the sales of dogs she does, and for the amount of funds she has duped from buyers, deserves to be sent to prison.  

If anyone has names of contacts at the SV and AKC as pertains to registration which would enforce  ethics and fraud within sales transactions would still be very much appreciated.  There must be a division which is responsible and would address and investigate these issues within these Registries.
