"Wash your bowels and water buckets daily."
I had a feeling that the water buckets had something to do with it, but I had no idea my Bowels could have a reaction with my dogs lips. Oh well, you learn something new everyday. Poor Blue and CJ!

I use all stainless, so in my case at least, it is not the plastic.

I use stainless bowls and my dogs are not loose lipped.... I find most times it is silava dried on lips from working causes them to chap and I have had no issues since I started damp cloth over dogs lips after they have been tracking or tugging andything that would cause salivating excitedly.

It is not a loose lipped issue. I think Diane had it right. It is an issue with bacteria. Most of the time it is from bowls that need to be washed more. My dog got it a few years ago and I finally figured out it was from a rancid kiddie pool that had a cespool of stagnant water. The corners of the mouth get very dry and split if not taken care of. It doesn't take much with the plastic bowls.
