Get a proper E-collar, learn how to use it, and that should do the trick. Electric fences ground out when they are low like that fairly easily.

Agree with Jeff. I am not a dog trainer anymore, but I do expect obedience from my dogs; when I say "come" I mean it and I expect Blitz to hop to it ASAP. He started his deaf dog act when he was around 15 months old long after he understood the command "come". Many nights I had to go into the yard in my PJ's and try to catch him. It always ended the same way - Blitz came when Blitz wanted to. He won the contest. I then purchased the first e-collar I ever owned in my almost 45 years of dog ownership. After I learned how to use it, it's not that hard, I put it on the dog. Of course it was the same old...... I said "Blitz come", Blitz said "I will when I'm damned well ready, buzz off". One mild correction was all it took. Now when I call him he drops everything he is doing and runs for the house. He occasionally needs a tune up, is a dog that likes to challenge me from time to time. That e-collar was best money I ever spent.

For some reason my easy going, happy girl who loves everyone and everything absolutely HATES the old blind and deaf GSD mix dog next door. I think she would do some real damage if she could get to it. Is this some kind of pack behavior wanting to eliminate an old and weak dog?
To reduce the fence fighting though I used the e-collar and also planted burberry bushes (very prickly) along that side of the yard.

I hate burberry bushes. Those reddish purple things hurt like a mother! maybe the blind and deaf dog is unintentionally challenging your dog. Because it is blind and deaf it probably faces the vibrations of your dog to sense what is beyond. Because it is blind and deaf, it probably appears to be staring your dog down and doesn't back down. Maybe your dog is scared of the other dogs cane and glasses.

I've done extensive research on this topic and have come to the conclusion that it's the cane that causes the problem. I don't think it's a fear thing. I think the dog without the cane is envious of the one with it.

THe minute the door opens , your shepherd ought to be at your feet.....its obedience training needed not electric fences they dont work on gsd...not on the real ones...

I bought some lip balm for dogs and have been putting it on his no lip/nose the past couple of days and it seems to be heeling, so I do think it was from the fence. After my first post, and getting some advice, I let him outside and he was going straight to the fence for the other dogs next door again. I stepped out onto the deck and yelled in a firm voice "Chaos Come!!!!!" He blew me off! So I put my shoes on, walked out to where he was, caught him by the scruff of the neck and as I walked him to the house I told him over and over "when I say come I mean comeeeeeeeee!" With tail tucked, he ran the rest of the way to the slider door {15 feet} and waited for me to open it and ran in. This morning before work, I let the dogs out and they were barking at something in the street. I think a cat. I yelled for them to come. The girls came, but Chaos didn't at first. I told him Chaos don't make me come out there again! I said COME! He came right in. Today after work, I let them all out and he went right to the fence again to get the neighbor dogs. My husband had just got home and I opened the door and yelled "'Chaos COME" I'll be darned if he didn't come running right in! I think before I was laxed on making him do it and he knew it. Now he knows that I am not playing around and he better listen, I think! Hope so any way. I'll keep ya posted. Thanks everyone.

I do happen to have an knockoff antique sword cane I could let her have but she would probably figure out how to draw and use it. Maybe I should just fit her with a shoulder holster.
