I'm cross-posting this from the "white board".  I'm not in CA but thought some may be interested, if they don't know.

California Rabies Bill AB 2689 http://www.leginfo.ca.gov/pub/09-10/bill/asm/ab_2651-2700/ab_2689_bill_20100408_amended_asm_v98.html introduced by Assembly Member Cameron Smyth, Chair of the Local Government Committee has been referred to the Local Government Committee http://www.assembly.ca.gov/acs/newcomframeset.asp?committee=17
and will require annual rabies vaccinations and puppies to be vaccinated at 3 months instead of 4 months of age in "rabies areas" (portion of bill text below) as determined by the State Public Health Officer -- violation is impoundment.

It is URGENT that ALL concerned pet owners contact the committee and tell them to reject this bill in its entirety. The Local Government Committee phone is (916) 319-3958 and the members contact information is listed below.

PERMISSION GRANTED TO POST AND CROSS-POST this notice, please help spread the word and take action to defeat this legislation.

SEC. 2. Section 121690 is added to the Health and Safety Code, to read:

121690. In rabies areas, all of the following shall apply:

(b) Every dog owner, after his or her dog attains the age of three months, shall, at intervals of time not more often than once a year, as may be prescribed by the department, procure its vaccination by a
licensed veterinarian with a canine antirabies vaccine approved by, and in a manner prescribed by, the department.

I try to stay away from political discussion, esp on a dog board but this pisses me off and have to  vent a little.

This is what is wrong with Ca. I am a police officer and seeing first hand the affects of our state economic crisis. Mental health services are being slashed. I am dealing with more and more mentally ill people with nowhere to put them. The jails and hospitals are starting to feel it too. By this summer I think we will be overwhelmed.

Schools are going broke and closing, teachers our of jobs, college fees skyrocketed, etc, etc, etc.

On top of that I have friends and family members both in LE and other public service or state jobs on furlough or outright losing their jobs.

So this is what they have to sit and talk about? They really can't find a more important bill or state issue to focus on?

I have been borne and raised in CA. I love it here, but I am seriously considering moving out of state.

Get A Real Dog, I live here also. I have looked at the possibilty, but it is getting this way all over. I keep hearing things are getting better, I would like to know where?

I'm seriously looking at moving out of state.. I won't say where, but it's far away from CA. I also grew up here and I can tell you that this state is nothing like what it used to be, a free place where dreams could really be made. Now, you can do nothing here, anymore. You're beat before you try..

I can give you an opinion.. Not sure you'd agree.. I think the trouble started when Gov Jerry Brown and the voters allowed the civil servants to form labor / bargaining units (unions). This has arguably bankrupted the state on almost all levels. We're circling the drain, now.

It's not that rabies is such a big threat, here. It was, maybe 75 years ago, and that could change, as more pets are brought in from Mexico (the few documented cases here in recent years have involved puppies brought home from Mexico by travelers).

Why they want this.. They want the impoundment and criminal clauses, because this is how they make their money. The union we're probably looking at in this case is SEIU.. Service Employees International Union. They are lobbying to get bigger and they are following the forfeiture / fine model to raise their own revenues. There is not enough money in contracts and licenses anymore to allow them to grow and become more of a political force. The other thing that's coming 'round is the code enforcement industry.. Also a political faction on the move.

The animal control industry members make money off of impoundments.. now euphamistically called, "shelters", but most don't deserve that description.. They're mostly hell holes for dogs, despite the good intentions of so many of their workers. Most are decent people who love animals.. some are truly evil. But laws like this, which over-regulate to the effect of creating offenses, are proliferating, now. The whole intent is to make revenue. In this case, impoundment of animals is exactly the same as impoundment of cars.. potentially very lucrative. The only problem is that no one asked the animals what THEY wanted. Bad things happen to impounded animals, 95% of the time. Anyone who has seen it first hand, knows it is true. When animals are impounded, they can invoke the lien law to get their money, and there is no BK protection if it is "criminal".. which could be as little as an empty water bowl, or any other small misdemeanor. I've been studying this trend for many years, now. The next thing that's coming is the addition of animals as plaintiffs in DPS cases.. and foster homes. You watch, and remember what I said.. "You heard it here, first".

Gregory and Janice Bartmess owners of South Bay Pet Inn, 18116 La Salle Avenue were booked Saturday at Gardena jail on suspicion of cruelty to animals. They were later released on their own recognizance.

Veterinarians in Carson are working to save 64 German shepherds that were living in squalid conditions at the Gardena kennel. Most of the animals were kept in tiny crates that were filled with excrement.

An officer was called to the kennel because of loud and continuous barking coming from the South Bay Pet Inn. Many of the dogs were living in carriers that were just 2 x 3 feet wide.

"They couldn't move around for exercise. Three was no food or water in most of the cages. Inside the living room of the house was a female German shepherd with five little puppies in one of those carriers."

Janice Bartmess denies the allegations that were made on Thursday. She thinks the problems of the kennel are being exaggerated. "I say it's exaggerated and there's a lot of lying going on. I'm not saying everything was perfect. I think the situation between my side and what they are saying is absolutely bipolar ...."

An emaciated German shepherd was found in the front yard, the dog was in a small dog carrier. The animal was so ill that veterinarians had to euthanize it.

They then found dogs in the backyard and in the garage living in horrible, filthy conditions.

"The ground was covered with feces over a foot high in some places."

Carson shelter manager said the problem with most of the dogs was, they were very hungry.

"Right now they are doing pretty good. We've been feeding them regularly and checking them regularly. They are in a lot better shape than they were in Saturday."

Bartmess said she bought the kennel 4-1/2 years ago to breed dogs for sale. The business has not done well and costs her approximately $10,000 a year. The more dogs, the more problems they were having trying to take care of them.

"This is kind of like a dream that turned into a nightmare. We've never made a living off the dogs, I don't know who could."

The dogs will be kept at the shelter until the case has an outcome. Bartmess said she doesn't know if she wants the dogs back.

Bartmess also had criticism for the animal control department which never offered her any help.

According to court records, on July 18, 2000, Gregory and Janice Bartlett each pleaded guilty to one of eight counts of violating Penal Code Section 597t, mistreatment of a confined animal, a misdemeanor. 30 counts of cruelty to an animal were dismissed as part of the plea agreement. On October 19, 2000, they were each sentenced to one day in jail, and a $200.00 restitution fine. Both were placed on 3 years' formal probation and prohibited from owning animals during that period.

The thing YOU should remember, Get A Real Dog, is that these union pigs who are feeding large at the trough are breaking YOUR retirement possibilities. It's not just a matter of what you can get voted into law and won in bargaining.. It has to be realistic! If the money's not there, it's simply not there! The next step is inflation and fiat money!

Union bosses don't care.. Samuel Gompers (head of ACLU), when asked what he wanted, said, "MORE!!!!" Well, don't we all, right? LOL.. The problem is that for awhile (in Gomper's day), American industry was king! But, it is not, anymore! We have a huge trade deficit, now. The world is no longer buying from us.. We are importing manufactured goods, with rare exceptions. So, where is all this money coming from in the future? I don't see it.. Something is really wrong with this picture!
So, we could afford to cut deals with organized labor, in the past.. But now, it's put us at a severe disadvantage with other nations, regarding exports of manufactured goods...

And, you might say, "What do I care? I'm not in the manufacturing sector"? Oh, but my friend.. all of our fates are tied together! It's called, "Wall Street", and your pension is dependant on it. I hate to say this, but here's my blunt opinion.. Wall Street is being supported largely by 401K's an incoming payroll deductions.. When the baby boomers really all start to retire, en masse, you are going to see a big change, and not for the better..

California is hosed.. I hate to say it, because I grew up here, and I remember what it was. I never thought it would come to this. But so many bad, draconian laws have been written to suck LARGE amounts of blood from businesses for violating all sorts of codes, some very negligible.. Any business that can move to another state is doing so. There go the paychecks! It's called, "Killing the goose that laid the eggs". This is what is happening..

Oh, here we go again! Hodie, stuff it! Put a sock in it!

Anyone want to know more what this is about? Go to the other thread, near the top.. I'm not going to go over all of this, again.

I'm seriously starting to think that Hodie is actually an anti-breeding activist, now. She's just really keen on this and wants to embarrass me into shutting up, but I won't do it!  Sorry, Hodie!

Case in point.. That kennel was going to be my retirement business, a labor of love. I was also VERY keen on philanthropic work and wanted to donate dogs to police departments. I had donated a young dog, before, to a major metro PD when they were first starting their K9 program and didn't have any funds to buy dogs.. so did several of my friends, and basically got no credit for it. I let them trash my Frabo sleeve, too.. I also donated a dog to US Customs, many years ago, and was so proud of myself that I thought I'd bust my buttons! What a fucking idiot I was!.. a dope!!!!

Any chance I had to do anything good, or even to enjoy a well earned retirement after 26 years, all ruined. Obviously, a lot of people are in this same boat, now and not their fault.. So, I'm in good company.

And, by the way, I did try to hire people for my kennel.. Talk about scraping the bottom! I even went through a One Stop program, and it ended when the kid refused (or stopped short of) the drug testing. Now, I realize that I should have just hired some people standing around the Home Depot.. But it never occurred to me to hire an undocumented worker, then..  
 
Live and learn... I'll never try to do anything in business in California, again.. I would advise others the same...

As long as people keep bringing it up, I will keep putting in my two cents worth. People ARE starting to wake up and see what's going on! Now THAT makes me feel great, to think that I have had anything to do with it, even as much as it cost me to find things out the hard way. Might as well someone get the benefit of my experiences. It's too late for me, but I'm not hard to please.. I shop at the thrift store and dollar store and to me, that's like Nieman Marcus! I work on my own car when I have to and I can roof a house if I need to (done it, before) and I'm a girl, Hodie.. NOT a guy.

So, take that, you guttersnipes!

Reading the above, I find so much not true. First of all, the alleged complainant was someone who I suspected of trying to poison our dogs. Yes, strange things were happening.

There were not 64 dogs.. But, it's a moot point, because the number is not so far off.. The only thing I can say here is to point out that newspapers are not obligated to tell the truth or investigate facts. They are protected by something called, "qualified immunity". They can take whatever the news liason with the agency puts out there. I never saw it, but my husband said he did, and that the original report was allegedly written by a police employee who I later found out (allegedly) sued the city for sexual discrimination, because her subordinate officers were (allegedly) questioned regarding our case, and because she was (allegedly) passed over for promotion.. Result? 1.6 Million dollar settlement. Congratulations, deary! Hope you put all your money with Bernie Madoff!!!

So, the guy with the property behind us (who didn't even live there, but made a barking complaint?) sold his property immediately after, and I hope it helped his sale. He cashed out FAR below the top of the market.. compare prices back in summer of 1999 with six or seven years later.. He screwed himself, IMO!!! But, I'm sure he blames it on me..

This is a bold faced lie, about the one foot deep feces and many other particulars. For one thing, they said, "no food, no water", and they ALWAYS say this when they raid a kennel, because that way they get their case through the preliminary hearing and pretrial. If you can prove them wrong (like I could have with the receipts I had for over 300 lbs of dog food, and witnesses), then they make the witnesses who testified to that disappear.. My idiot lawyers didn't think they needed to subpoena them!!!!!

Unbelievable, the whole thing!!!!
