Meadowview home invasion suspect killed by Sacramento officers

For 30 minutes Monday night, a teenage girl and her young brother were held captive in their Meadowview home as a stranger tied them up, searched the residence and exchanged a volley of gunfire with police.

In the end, police said, the 32-year-old man with no apparent connection to the family was fatally shot by officers after he gunned down a police dog, fired at one officer and ignored commands by four others to lower his gun.

The sister and brother were not injured. Bandit, the 4-year-old German shepherd who took a bullet to the neck, is expected to recover fully.

Sacramento Police Department spokesman Sgt. Norm Leong said officers arrested Zang Xiong, 23, who acted as an accomplice in the crime, communicating with the other suspect via cell phone. Xiong is the brother of the 32-year-old man, who was not identified as of late Tuesday night. Both men are from Fresno, Leong said.

Xiong was arrested on suspicion of six felony charges that included kidnapping, burglary, threats to commit a crime resulting in death or great bodily injury and malicious harm of a peace officer's horse or dog. He is being held at Sacramento County Main Jail in lieu of $1 million bail.

The drama began about 8:30 p.m., when a 17-year-old girl dialed 911 to report that an intruder had entered her Oneil Way home and ordered her and her 5-year-old brother to the ground, Leong said.

As the man searched the home, the girl called for help. She left the phone line open when he returned, allowing dispatchers to listen to unfolding events and relay updated information to responding officers, Leong said.

The man tied up the siblings and was still in the home when police arrived at 8:41 p.m. Four officers took a position in front of the home, while K9 Officer Gary Dahl and Bandit waited in the backyard, Leong said.
The suspect ran into the backyard but saw Dahl and ran back inside, Leong said. Bandit chased the suspect, who turned and fired a single bullet into the dog's neck, Leong said.

Dahl exchanged gunfire with the suspect, Leong said. Officers waiting out front heard the shots, Leong said. The suspect emerged from the front door with a gun visible and "not in a lowered position," Leong said. When he did not comply with orders to put down his gun, the officers opened fire. He died at the scene.

Leong said it's not clear yet which officers struck the suspect. He said he expected the department to release those officers' names in coming days.

Detectives worked through Tuesday to understand what brought the suspects to that particular home. "We believe … they chose this family, but we don't know why," Leong said.

Leong lauded the teen for her quick thinking in dialing 911 and keeping the line open.

"She should be commended for having her wits about her in a stressful situation like that," he said.

This is going to get worse as unemployment goes higher. I would have 5 dogs in the home, if they could all get along! VERY GLAD the HERO'S of the day made it.

My heart goes out to the LEO'S who put their life on the line to lock them up, for the judges to let them go! After awhile you have to begin to wonder why your risking it!

I was on duty when this happened and heard the whole thing start to finish on the radio.

It was a very intense and dynamic situation. I spoke with someone who works this dog regularly. The dog performed great and is now doing well.

The last picture of Bandit leaving the vets in his patrol car, looking at the news camera was great. Good temperament on that dog. He looked great on the news, amazing how well these dogs handle pain.

Sacramento area cops are historically intolerant of perps damaging their K9's. I remember some 15-20 yrs ago a "suspect" managed to throw a dog off a bridge. Shortly after backup arrived the suspect "jumped" off the bridge himself, landing on the rocks next to the dog. The funeral for the dog was rumored to be more elaborate than the one for the K9 killer.
