Is it true that USA will not accept people back if they leave to join another organization and then decides they want to go back to USA?????????????????

Mark, I doubt that is true, and I have heard nothing about that. I do know they now have a "loyalty pledge" on the membership renewal card and presume the same pledge exists on the new member application form. I would say that if one is no longer a member of a competing club that they should have no objection to one's membership that can be supported by the current By-Laws.
But, if I wanted to become a member of U.S.c.A. I would not advertise the fact that I had been a member in a competing club; because membership is granted by approval and not guaranteed. Just politics - I know.
I did not renew my membership in U.S.c.A. this past January, and wrote a letter that explained why. I did not state which club I was joining - it was none of U.S.c.A.'s business.

No, that is not true, Mark. In some instances, it might be best for the organization and all concerned if a few individuals weren't allowed back in (to save the organization from the trouble of having to suspend or expel them for serious character issues and actions).
I don't have any reason to believe that there is a file kept of who resigned, and there is always a certain percentage of memberships that lapse every year. Bottom- line: it would be difficult for anyone to determine who left because of the JA and who did not, with the exception of the few who actually sent letters of resignation. I have no reason to believe that even those who resigned would not be accepted back .
