Ken,
No.
No matter what someone tells you don't go messing with the dogs tail.

Post a photo.

The curl is a fault. It will detract somewhat from any placement the pup might get in a show. But remember, the bottom line is that no dog is "perfect" and if the pup has other good attributes, these too will be taken into consideration. Could you fix it? Perhaps, depending on what was causing it (bone vs ligaments or tendons), but that would be considered cheating and what would be the point anyway? Enjoy your pup. Make sure it is well socialized and trained and enjoy participating in whatever events you wish. But leave the tail alone.

Good luck.

Did you try the old brick trick? Works everytime, that pup will be ready to show before you can spell, SHEPHERD.

DON'T fix that tail.. I use to show in AKC confirmation. Its very hard to look at a puppy with a curl in the tail.  Especially if you see top quality show potiential. I know exactly what you are going through.  I sent a puppy back to the breeder at a yr old with a tail that made a complete ring . He had everything going for him expect that tail. Each time he was shown, he was faulted because of his tail. Always in the ribbions,  but never the blue one.  Guess what you need to consider is what are your plans for this puppy, and just how serious you areabout it?  Do you plan on breeding this animal and are you willing to deal with the possibilty of offspring with the same problem.  Than again, is this type of tail in his genes? Does it really matter how bad it is, as to whether you get it fixed or not? Myself, I wouldn't even consider fixing it. Its not worth it. . Have you contacted the breeder?

The bottom line is, Its unethical to correct a fault !
