So my gut says no... but I wanted to get some objective opinions. Looking as a brood bitch. Purpose is to breed up for nice showline bitches.
I'm not going to post a pedigree, so please just go off the below:
1) Price is $3000
2) Not titled
3) German showline
4) Nice blk/red good pigment
5) Good conformation.
6) Pedigree is decent. Sire's side has Triumph's Gucci on 4. Dam's side has no titles or anything
7) OFA is good/excellent for hips and elbows. Hasn't been submitted yet but vet says one of those.
8) 2 years old.

No way, no titles on this dog and non on ancestry from mothers side? Sounds like 1 side is pet quality, not worth $3000 in my book. Don't care what the dog looks like. Unless you work the dog in what venue you plan using it and it is EVERYTHING you want in a dog.

because she is not titled and of the lack of titles on the Dams side, you will not get much for the puppies, especially in this recession. you do not mention any info on the first 4 generations of hip scores and titles. do not trust the vet, must have official certification to be a selling point.
by purchasing a dog or puppy from a breeder that isn't titling their dogs, you are promoting this practice, is that what you want to do?
if you are willing to spend time and money to title her it might help, but just a bit.
i personally wouldn't buy her.

I agree with them as well. Why would you breed a non-titled female? You can find a titled female for this price with more effort. She may be a great dog, but not that great. Also, she is 2, you don't know if she can even produce. What if she is prone to having 1-2 pups per litter.... if any......
Also, who cares about OFA? Have them x-rayed at the expense of the current owner per SV guidelines and PROVE they are good. Even in this case.... NO WAY SHOULD YOU BREED A NON-TITLED FEMALE, especially with these weak lineages from your post.
Do not take offense to this, but why would you even consider this? If you are serious, save your money and buy a proven, titled female and be VERY selective on the male you breed to. i.e. Titled male with great hips, and a minimum of a V rating and Koered for life.
Good luck in your search. There are a 100 dogs, or more, on this database with better qualifications that you could buy for that kind of money. This female is worth less than $1500 from what you have said and is not brood quality except for a backyard breeder mentality. I sincerely do wish you patience in your search.

If one has to ask such a question, it suggests that the OP is not very knowledgeable or secure in his/her situation. I would also bet that the goal here is to do nothing more than breed pups for sale. One does not put something of a title" on a dog. You either do it and that means work, and lots of it and lots of support via a club etc., or you don't.
There is a lot more to learn before buying dogs simply to breed. But alas, too many come here seeking absolution about what they already have decided to do.........but many can and do read between the lines.

In this economy, or at any time for that matter, only the best of the best should be bred. Even when breeding top quality dogs, some pf those pups may very well end up in a shelter or being euthanized. Right now there are 7,500 GSDs on www.petfinder.com alone that are in need of homes. Please don't contribute to this very sad situation.

oh i forgot some thing what is the titel mean ?
i have 19 monthes old show line female she work batter then any VA dog in germany now, but she hvent got the title yet ?

Not a fair price. You can purchase a proven bitch with SchH1 Kkl1a lbz for that fee if you research well enough.
