The fact that the seller offered you anything tells me they are more considerate than your typical dog dealer types... probably just really nice, (naive) well-intended folks. Female dogs can and do (regualrly absorb in-utero whelps. Its a chance we take when shipping a bred female even on a journey as close as a few hours' flight.

As long as the papers for the female are in order, which I suspect they are, writing the SV is a waste of time and postage in this incidence.

Please send me the name of the people you are complaining about. I would be pleased to work with more people like them when I import dogs from Europe.

I aggre with Shelley!
 I would be very carefull to call people cheats on international forum. Things often are not as simple as you may think.
 My experience is that at least 40% of bitches absorb or otherwise loose their litter in transport. That is life and often even if all parties do everything right, things do not work out right. Not always is there someone to blame.   That breeder most likely have not done anything wrong and he even offered you a pup. If he is offering you a pup, then take it and be happy rather then go on international forum and call him cheat. That alone, may change his mind to send you anything . ... And who can blame him especiually if he did not do anything wrong.

I think this is generally good advice when the buyer is relatively inexperienced and/or the breeder is an unknown quantity but I would have no issue with arranging over the phone to buy a pup from someone like you, sending a deposit and trusting you to help select the pup I'm looking for.  We may not have met personally prior to my coming to pick the pup up but I would still be inclined to trust your reputation and the impressions of mutual aquaintances in making that decision.

The OP stated that he agreed to take a puppy as compensation -- BUT, he has not received the promised puppy.

That is true. But why would someone promised something and then changed his mind? Reason could be proper or improper. We do not know. Calling someone names never helps.
