LovetheVAdogs , right on target.  I would NEVER punish a dog for returning.  Even if someone else finds him and you have to go pick him up, I'm sure you won't have to pretend to be happy to see him!  Love him up, and make it the best experience of his life.  On the other hand, if he is ever caught attempting to escape, punishment is in order.  Other than that he will not know what he's being punished for.

"punish" with hugs and kisses... maybe a nice juicy steak, and a lotta tears of joy!

Duke was TERRIFIED when he was lost. the last thing he needed was any kind of correction.  Each time we're out in the car he has got to go into the house to be sure he's home before he even goes out in the yard to pee... the seperation was all the correction that was needed.

No!  Act THRILLED that he came back.  You're rewarding the RETURN.  You are praising the action, and what is the action?  His action at that moment is HE CAME TO YOU.  So praise him.

If  any woods are near by that you think he might have went into, get a piece of clothing of yours out of the hamper(Dirty), something with your scent, not a clean article, place it about eye level in a tree, get your scent in the air, this has worked several times in the past with hunting dogs. Good Luck....

sorry its taking me so long to respond, i 've been busy looking for him, No he is not home yet. every one in town is looking for him. Alot of people from other neighborhoods who are complete strangers are helping me, they've even been driving to my house and asking if i found him, so i know they are really looking for him. My husband and brother in law said someone was driving down the highway with a gsd in the back of a truck, this guy chased him down and checked to see if it was keizer, but it wasnt. I feel that some one has him, or he is hurt. I have this bad feeling im never going to see him again. The puppies are supose to go to their new homes in two more weeks. There all sold, But I want to keep one now. I just want to have something of Keizer. Is it that wrong of me? do you think some one, would be upset, if i asked them to let me keep the puppy and gave their money back. I dont know, what to do. If he comes home, im going to give him a bath and he is going to stay inside with me every night. Hair and all.

 This may be a long shot: 
Once when my sister was in the hospital, I agreed to keep her Shih Tzu. We live on a farm about 2 miles out of a small town. Well as luck would have it, her dog managed to escape from the yard. I was worried sick, knowing my sister loved this dog so much. On a crazy whim, I took a "blankie" out of my sister's car that her dog slept on when traveling. I let my GSD smell it and told him to "Such". He took off running. I did not follow him past the first big hay field into the woods. Instead, I returned to the house,. It was probably 3 to 4 hours later when I heard the barking. My dog had returned and the little shih tzu was with him! I was amazed and relieved. 

Do you have any other dogs, or any neighbors with a good tracking dog? It might be an option.

I'd say go for it! Davren you reminded me of another story, involving the same wandering lab. This time we were at my folks house, where the family black GSD lived. (These were the days before the leash laws.) My yellow lab took off and we couldn't find him. That black shepherd was just so damn smart. We asked him finally, Teddy go find Ripple! We stayed at the house, and wouldn't you know it, shortly after he came home with my muddy wet lab in tow.

Sorry your dogs not back yet, I think its a bit soon to give up.

This media makes things so hard to explain sometimes but I'll give it a shot.

My dogs still run off at times, usually chasing a deer or a stray dog.  Sometimes its just a visit to the neighbors.
But they know its not allowed and they know they're in trouble when they return.

They are usually greeted with a harsh,  where the hell you been!   And a harsh get your ass up on the deck ! 
They are made to stay when the would rather follow me and If I'm angry enough they can go into a large kennel I have and lose their freedom for a while.   It all depends on the severity of the offense. 

To them just seeing me angry is a punishment.         I don't string them up or beat them with a stick..  (sarcasm).

If I have to hunt for them and find them on the road its a bit more intense but its all mental, no physical punishment.
I might not play with them for a day,  I keep the attitude up a bit longer.
They understand completely.   
I'm not going to give them hugs and kisses for putting me through that kind of grief !    And as I said they know whats going on all too well.
I've said many times, we understand each other.
No rewards for mistakes or bad behavior.
Later when I feel the time is right we have our little talk and make up but no celebrations.
