My dad was in and out of the VA (over an hour away) for the past few weeks so I have not been the most attentive to my house, watering my plants, etc.  I was out today checking my yard and taking care of yard, plants, and such when I walked over to the far side of my house just to be thorough, this side has no windows and is mostly taken up by an AC unit so it can get hot.  I notice my outlet cover is off (I always keep it closed to keep the Florida rains out of the outlets) so I was curious.  I then notice a hose running from my neighbor's house to my outside spigot.  Apparently I unknowingly have been providing water to his home for the past few weeks because "[his] water was shut off last month" due to non-payment and the same for electricity to run his AC, although he "only borrowed the electrical outlet during the night to cool his house down so everyone could sleep".  He promises faithfully to pay me the extra after he gets back on his feet and could I please let him continue for a few more days, he is trying to catch up (he must have seen my WTF look because he apologized and was "soooooo embarrassed").  I have since locked both the spigot and electrical outlet.  Guess he thought he could get away with it since I am usually gone during the day to school, clinicals, and lately the VA.  Simply mindblowingly unbelievable...........

And yes he will pay me the extra usage or face legal action as I have the pictures and the recording of his admitting using it (love those smart phones) along with his apology note.

Wow, you are being nice. Have you checked your bills? Wondering I wouldn't believe a word he says, it could really be for a much longer time. Is he the owner or a renter? Good luck trying to get any money out of him. 

When I managed the art store, I had an employee who I caught swiping her father's MC, and then she went to take cash out of the drawer. I said, WHOA? What do you think you are doing? She broke down Cry Smile with the sad story, her car was in the shop but she needed cash to get it out, and some other dire circumstances that prevented her from having other options. So, I said, look whatever you are going through, what you are doing is stealing from the store, you can't do that. So I "lent" her  the cash. 

She was so grateful, she was going to pay me back, and since I was her boss, I knew she had a job, you know? LOL I got one check for $75, and nothing but excuses and avoidance after that. She quit soon after too, and then I heard about a little problem with cocaine addiction.

I am pulling all my previous bills just to check for spikes (not sure if I can prove his usage other than this particular time, will see).  I believe he is a meth user, he smells like my ex when my ex was using, can't stand still, and has lost 60lbs in just a few months, started having all kinds of money problems and even sideswiped a guy's truck up the road when he was going around the curve and tried to answer his cell phone or so he says.  Hasn't paid that guy's deductible either.  I have no problem going to small claims, firmness is about all he will understand.  His one son with major anger issues was placed on an involuntary 72 hour psychiatric hold for beating up his boss, daughter is already a drug addict at 14 and brags about the drugs she uses (Ronin indicates on her many times when she comes over to pet the dogs) and having sex since she was 12 (but she is a virgin so you can figure out what she does, when she told me I all but fell over).  One of the sons just met his father (my neighbor) for the first time last year and has actually turned out ok.  The oldest worries me as his first words when he was out in the yard and saw my dogs were "f***ing police dogs, I hate f***ing police dogs".  Apparently he was bitten when he was fleeing, he was nailed for animal cruelty and involvement in a dog fighting ring.  Not a nice guy and thankfully serving time.  Parasite owns his house and I rent, and when I talked to him about this, he suddenly got all flirty and cute, put his arm around me and tried to kiss my cheek (for being such a nice neighbor), wanted to take me out.  I all but barfed and told him I don't like being touched, just a quirk, he got very apologetic and redoubled his cutsie routine, YUCKY.  Thankfully my other neighbors are very good and I have no complaints.  Doubly thankful my dogs don't like him and will light up when he walks toward me, he stays FAR away from them.  The joys of suburbia lol

and i second bee...you are way too nice....but i guess you have to live next to him not us....so...yeah...wow....i cant believe they reproduce and live among us....

WOW.....I second Bee and Ladyfrost.....I'm not sure that wouldn't have clouded up and rained all over that A*** Hole.....That was quick thinking on your part to record everything.....Hope everything works out for you.

Reminds me of a slumlord I once knew,
he had two rental units side by side, one supplying the water to the other via a garden hose, and that unit was supplying electricity to the first via an extension cord.
In that situation he himself was doing the stealing from his tenants who paid full rent each for their own properties.
The city attorney got involved in that one.
