ML, oh my bad i was going to explain but this is actual science and real data from actual observation and you wouldn't get it.
post some more easily debunked misinformation provided by desperate rich people spreading lies so they can stay rich by stealing life from future generations, you won't get it, it involves facts and morals. you hate the first and have none of the second.

Your tirade the other day was a little misinformed. I was on the road and couldn't respond with any facts so I let it go but after doing a few minutes of research I found the reasons behind a lack of new reserviors being built. Here is a quote from a news story in 2014.
"More importantly, most of the available natural runoff in California already has been claimed. The State Water Resources Control Board estimated in 2008 that it already has allocated eight times more water rights in the Sacramento-San Joaquin Delta watershed, the state's largest, than the watershed produces in natural runoff in an average year."

Tirade? I just presented some facts.
Here is two more paragraphs from YOUR article.
"Water users in many cities and throughout the state's arid central farm belt say new reservoirs are vital to capture snowmelt that would otherwise flow "wasted" to the sea."
"Environmental groups counter that habitat and wildlife need that water, and call for more sweeping conservation measures and water recycling instead."
So there you have it, the population has DOUBLED in the last 20 years, so anyone with a functioning brain would have to assume that the usage has also doubled. But the enviromental groups are blocking increasing the supply. Exactly my point.
Your paragraph is about just one runoff area. It is a known fact that 70% of the state's runoff makes it to the ocean.
By alowing the population to double the demand has outpaced the supply.
They need to keep those illegal immigrants coming into the state, so they can use up all their natural resources and cease to exist. They caused their own problems and still are too stupid to realize how to fix it.
