If they are indoors, baby gates work great.
Outdors, kennel paneling from your local feed store or Tractor supply company?

You are lucky... we most often find pups leaving the box at 2 weeks old.... we use a Durawhelp 4x4 whelping box for the first 3-4 weeks and raise the sides and front as much as possible and then move them to the the 6x6 puppy pen with a mom door and a regular door
We also fence off an area outside with the playground .. its right off the back door .. we use rebar type poles and wrap rabbit fencing (28" tall around it..) it works for us

Time to leave the whelping box behind and move on to larger more appropriate living quarters.
Kennels, gated rooms, movable pens, the options are many.
Don't know your circumstances, or what you have to work with.

Now is the fun time !!!!! Lots of pidling and if your lucky Mum will still clean up the poo.
I guess I am lucky this time my litter now 4 weeks old, (only 4 of them) are too fat to climb the walls yet but it won't be long and when the do they are in a special whelping and puppy area and can still be contained and when the weather is warm they can go outside to the grassed puppy run.
You can purchase puppy pens that work quite well and you can use them inside or out, some even come with a shade cove for the top.
