Bee,  If the IRS owes someone a refund, they are in no hurry to make contact.  All the refunds they don't send out accrue interest.  If you (your son) owes them and filed before April 15, the underpayment is less than a certain percent of what you owed in total, and there is no obvious intent to defraud (like a math error rather than failing to report an income source), you probably would only have to pay the difference.  So if they haven't called, it's probably a good sign.

I must have gotten extremely lucky with my IRS run-in.  Last year I received a letter stating that I owed them a few thousand dollars and I needed to contact them right away to set up a payment plan.  I panicked!!!  I don't have that kind of money, why do you think I am wracking up tons of student loans and working any job I can find to make ends meet?  Well I called the IRS help line and after considerable holding and transfers, talked to a lady that finally directed me to the right department and gave me a direct line phone number incase we were disconnected.  I was able to resolve the issue (a new definition that I didn't know applied to my miniscule income) so changes were made to that return, she spent time educating me on the changes to income and student loans, etc.  All in all, a rather pleasant person and a painless experience.

The IRS sent a letter saying they will Refund!  Finally!  :))))
