Carlin - at 25' the gun (person trained in law enforcement) never cleared the holster before the fatal cut, at 35 - 40', the person would've lost the hand holding the gun while the gun was still aimed at the ground.  It was absolutely amazing how much ground could be covered by the trained swordsman and the reach of the longer Nagaekatana.

I believe it. It's going to vary from one individual to the next to be sure. It takes the average human male 1.5 seconds to draw, acquire, and fire off two rounds into a target. The smallest "safe distance" I have seen documented by LE has been 17 feet, with around 20 (The Tueller drill having everything to do with this) a sort of rule of thumb. When you think about it, it becomes an issue when a killing may be increasingly considered a murder as the distance between the attacker and the defender increases.

Carlin - I remember that (Tueller Drill) from back in the 80's I believe.
