Good analysis, Momosgarage!

I hate the way IPO tracking is done here (Ontario). My introduction to tracking was done by an RCMP officer, and he explained a lot about how scent moves due to air currents, temperature and humidity. There is soooo much more to it than the foot scuffing along the ground! The scent rises when the temperature warms up (warm air rises...duh!) which is why it's best to track early in the day. Buildings, trees and the height of the vegetation also affect the air flow. My older female, when tracking in long grass, often doesn't bother to put her nose to the ground, as the long vegetation holds the scent. Sometimes you can even see the tunnel the person made as they pushed through the grass.

The gal in my sig was a top-notch tracker. I was never able to title her because she was a rescue, and this was before Canada had the PEN number. :( We still had a lot of fun with her, though. One day my husband decided to hide in a stairwell of the upper level of a parking garage. The stairwell acted as a chimney, and she air-scented across the entire length of the garage and went right to him! The cement was quite hot, and likely would not have held a scent for very long.

@Sunsilver, I have some sympathy regarding the reasons why the IPO1-3 and FPr1-3 tracking titles are scored according to an obedience focused, nose down behavior, but I also absolutely do not understand why the FH is scored in almost the same manner as the IPO1-3 and FPr1-3.

The FH should be a title that differentiates between an IPO trained dog versus a dog that can do actual tracking. The RH-F takes this into account, as does the StP1-3, to a more limited extent.
