why anybody would rely on aspca press releases for truth is beyond me. anyway the new rule applies to dogs imported for resale purposes only.

from aphis site:
This final rule applies to dogs intended for resale. It does not apply to dogs that are imported for research purposes, veterinary medical treatment, or for personal companions.

What's the exact language of the policy? Does this include bringing a dog back in person on a flight "with the luggage" per say? Sorry, just saw the answer above. I assumed it would be an issue for people moving stateside for work with a young dog, so wouldn't be very practical to enforce across the board. It does make me wonder how far some could take "research purposes". For example say a USA based non - profit registered as a education focused organization purchases dogs for "research purposes"

Reggie, no, I don't co own with any one. But I am available to give advice and answer questions to all my puppy owners, and even owners who didn't get their puppy from me. I certainly don't need to have strings on a pup in order to be helpful to the owner. As for breeding rights, I don't have strings on any pups. I would never buy a pup that I was not the sole owner.

I see it as bebo does "This final rule applies to dogs intended for resale.  It does not apply to dogs that are imported for research purposes, veterinary medical treatment, or for personal companions."

seems a step in the right direction to force dog traders to at least be at a minimum standard. i am sure many will dislike, thats prolly a good thing.

The regulations are for puppies brought to the u.s. for resale. You can still import younger puppies for personal use.

I love it , this will stop the breeder in germany to breed and ship the puppy to USA  for money and other breeder in the world to ship there crap here .

and how much teeth does it really have?  what's to stop breeder "X" from importing 5 puppies from somewhere to "add to his breeding program" and how long till they can decided, they weren't what he wanted to he decided to "sell them"?  what stops that?  but I don't think the type of breeders most of us are thinking about are the ones they're after.  I think it's the, let's bring in 200 puppies from country x for 500 bucks and sell them thru online and pet stores type places.  Or those "rescues" that have 800 dollar "adoption fees" to save a dog from Guatemala.

Honestly, they might just look for a different market. A lot of attention has shifted over to the Asian market already and the Dollar is nowhere near as strong as it used to be.
