Anyone ever asked for a complete video tape of their import dogs IPO/Schutzhund routine as proof of their title??  Anrebri and lots of other major exporting kennels will say no .. "because the judges get too strict if you videotape".  How many people have imported a dog and got a copy of the dog getting the highest title in the scorebook??  Almost none.  This is nothing new as I am sure it has gone on since Schutzhund began.  If there is money to be made on a piece of paper with some writing and a signature then someone will take a shortcut or outright lie to get the money.  The justification is in the minds of those doing this goes  " the dog could get the title with more work and more time and since the dog is to be used for breeding there is no victim .. it is just a shortcut to the seller getting paid and the buyer getting the dog they want sooner".  However let's not say this only happens in the case of import dogs .. plenty of this going on in the USA and other countries as well.  Females are the foundation of all breeding programs and they get "significant help" in qualifying for breeding with an entry level IPO title quite often I reckon.  Usually this type activity is only discussed at clubs among members in hushed tones as it is a family secret like Grandpa's illegitimate son.
