Hutchins makes an excellent point that she has never seen this in working lines, who would accept it or breed it. That alone suggests there is more going on than poor nutrition. To be fair, I know plenty of Am. breeders that you will not see this in their dogs either. They don't accept it. 

From the nutrition angle, I had a litter once that one puppy develop rickets, vet put it on Vit. D and the legs straightned up in a couple of weeks. While it's true that "nutrition" cured the issue, there was still something genetic there that prevented the pup processing Vit. D normally like it's littermates.

This is genetic and probably made worse by environment.  You can take different pups and feed exactly the same way as this one and he will be fine. 
I hate to say this, but there are several threads here about dogs from India with the same problem. What is up with that?

During 1995 to 2006 several overangulated dogs, not suitable for further breeding in Europe, were sold to India. This may be the result.

Why r we still seeing dogs like this?people can not see what a beautiful working lines conformation looks like,compared to these abnormal looking dogs.   I can't even say they are G

Sorry about last post.i could never buy or rescue anything but working lines.east/DDR.seems the west working r mixing west show and developing worse!!!!  Really sad.dogs have stunning heads ,but end it there..
