Sounds like more information is needed, nobody can determine anything based on two sentences.

its plan and simple this pup is so bored, it has to find something to do ,  give this pup a job and he  will stop this behavior, i know cause i had one once come from a kennel and do this and after a few months, she did not do it any more.i am sure you have a high energy one.

Stop talking crap and... leash in hand and do somethiing with that dog. Ever heard of the expression stir crazy?

Nothing to do with nerve issues, don't listen to that.

You need to interact with that dog, mentally and physically stimulate it. If you habe never heard an expression tired dog is a good dog, now is the time.

A rag in hand, a ball inhand, treats in hand and away we go.

Play tug of war, throw the ball for retrieve, take the puppy to Petco, no interaction with other dogs or owners, just browsing and looking from the distance, make a scent box and teach her tracking, throw the treats in the bush and command, go find it, chase the squirrels in the park, throw the stick for the retrieve, go swimming in the river or the lake, teach thedogtoclimb up on object like park benches, or stairs, go hiking and camping, tease with toys, puppy pillows and rags, teach heeling in the field dropping trets in her mouth when she looks at you, teach, down, sit, come, look at me, leave it, track, bring, hop, DO STUFF.

The tail should be gone by now.

You are welcome.

If you do not have this dog but are asking about the problem before you consider having it, I would pass on the dog, if I were you.

In my mind, I was operating under the assumption that you got the dog as a puppy at 7 or 8 weeks and this problem just started happening now and you are asking for an opinion. Again, if that was not the case, as it obviously isn't, find another dog. would be my advice.

If this behavior is not nipped in the bud early, as soon as it starts happening, by providing it something todo, it will escalate to a point of being neurotic behavior later which is tough, if not impossible to get rid of. Same thing with a teenage nitwit that would tease a dog with a laser pointer pen, so the dog will chase it. Over time the dog can got nuts over it and it became neurotic and useless.

I have also heard of GSDs before that didn't get to do jackshit ever, the owner just left it in the yard, and the dog chewed on rocks to the point that most of the teeth were either broken, fell off or were so small by constant file on and off motion of messing and chewing on small pebbles and rocks.

Why did they chew on rocks? Because they were there. Something to do and pass time.

Dogs do all kinds of shit when they are bored to amuse themselves (and trust me, 99% of those activities is something the owner would not like or appreciate int he long run) and it is our duty, obligation, job if you will, to make sure their physical and mental needs are met. Everything less is really not fair to the dog and does them a great disservice.

Either way, best of luck with everything you do.
