Chow for sure. The other breed(s)? Hard to tell. The only thing I see that resembles GSD is the black on the muzzle. Otherwise I'd say no GSD - don't see lab either - something else yes - but could be several "others" in there. Chow X sneaky neighbor mix dog I'd say.

Cannot be chow x gsd or his ears would stand easily and well.

Chow x lab, but I don't think chows carry a masking gene, so it he is either (chow x gsd) x lab or chow x (gsd x lab).

Other possibilities exist but less likely.

Could also be pitbull terrier x lab, but the short muzzle suggests that unlikely - and again, no mask gene in either.

There are chows with black muzzles, though they often fade with age - and there is also a short-coated variety in chows (see last link)
