i don't know why some folks automatically assume that if a dog is unaltered that you are going to breed or that an unplanned litter will happen.  lots of folks have unaltered dogs.....many of them;  and never have litters unless planned for.
i'm in favor of spaying females that will not be used for breeding and females who are retired from breeding, but for the most part, males can usually be left alone.

Depending on bloodlines.  Some mature earlier, some later, wait until completely mature. At least 2-3.

I had a female (GSD) that was never spayed and never had a single litter. Before her I had an unaltered pit mix and he never fathered any pups. I strongly believe that it is all in how well they are cared for, how closely they are watched, and being a control freak about my dogs, I can positively say my statement is true-I have not been a 'grandparent' to puppies in my life!
On the other hand, I did have my current male GSD neutered at 16mo simply because I did not really know better, but he seems no worse off for it. I don't see that his personality has changed one bit either way. Again, I believe it is in the way they are raised and handled.
