When talking about "hard" dogs people usually are referring to dogs that can handle and work through all kinds of pressure without falling apart. It sounds like you may be confusing the term with "handler aggression"and the two really are not the same at all. A handler aggressive dog, many times became that way through ineffective and poor handling/training, while a hard dog is more born, not made. There are instances of dogs with a serious screw loose, but obviously these dogs don't make it to the top of any field, they are unreliable and many times are fear biters anyways. Schutzhund dogs are not by nature mean or aggressive, and training makes them more stable and is all about obedience actually. Finally you mentioned something about people who kennel their dogs, but I'm not sure why. Many dogs are kenneled it is not a factor into handler aggression or hardness.
