I am not aware of Ghengis Khan being interested in morals, universal ones or not. He was a conqueror and warrior. Maybe he understood morals but simply ignored them.

Aesop, now, there is a man who knew about morals.

Ghenghis considered himself a god so he was morally justified in demanding that the world surrender itself to him, or else. When a god kills you, it's not an immoral act.

Claiming godhead isn't the same as being God. So, that makes his killings subject to moral judgments by others, including us. Even so, such culturally justified morality, again, is limited and not universal in scope.

The point stands: there is no universal moral code. Even if all cultures believe that murder is immoral, how murder gets defined varies.
