Otherwise there would be absolutely no need to import any titled dogs for decades now, your country bought a huge amount of our famous dogs in the past, and still does -
in case your breeders are able to breed outstanding German Shepherd Dogs ( 4 times as much as we do / year after year ) there should be no shortage of good dogs, and Europe should import from the States...
You should be leading in police dog training / selling world wide simply according to the total amount of German Shepherd Dogs bred.

I was at a club in LI not too long a ago . I met a lady with a dog , and I asked her about the temperament. Her answer was .." if I tell you she is IPO3, what do you think"?.( could have heard the pride underneath her voice ).
To me the dog was unimpressive and had 0 presence. All the while I was there the dog paid 0 attention to me. I was like 3 feet from the lady and dog. Nothing nothing like that Marko grandson that led me to fall in love with the GSD. If my intitial contact was limited to that IPO3 and similar GSD's I may have taken a different path/breed

If I had a Magic Wand, I'd make my GSD act like a Malinois, but I'd not change my breed because I like the "looks" of a GSD more.
And, then I'd tell people that breeding for "looks" is what I despise the most.

Europe has a surplus
America has the market
European dogs are cheaper
Americans have the money
Etc. Etc....

You are right, not SOLELY, only MOSTLY...
Only for clarification:
- Europe has a surplus - There is no more surplus in Western Europe any more ( at least for 5 - 8 years )
- America has the market - no, America has ONE market, Asia is much more interesting for almost 15 years
- European dogs are cheaper - EAST European dogs are the cheapest, that´s where a lot of Americans go for the last years now; they don´t ask for proof
- Americans have the money - yes, they still do, and they don´t ask for real working abilities but feel the need to improve their own breeding stock

Swarm, Surplus in euro, import & purchase costs are less than buying a dog stateside?
the US has a shortage of gsd puppies even tho you produce four times the number of registered dogs Germany does and have been importing/harvesting the best proven genetics in the Europe for generations.
You need to reevaluate your thinking skills.
