It is called supply and demand. (Duh!)
It is an unshakable law of economy. There is nothing you or anybody can do about this. Generally seller wants to get as much and possible and buyer generally wants to pay as little as possible. There is certain amount of dogs of certain quality and certain amount of people who want them. That dictates the price.
Communists and socialists tried to regulate prices and their economy collapsed.
Economics 101. Kid's stuff.

Please keep in mind that
supply and demand does not just push the low price up, but also high price down.
Also keep in mind that any selling is about the money. Any selling is about money otherwise it is a gift or charity. In any selling an sane buyer wants to get as much as possible for as little money as possible and any sane seller seller wants to get as much money for as little work as possible or get as much money for quality of their product. Part of the price is cost and profit . Part of the profit includes your effort, time, and energy you ( seller) put into it. How much that is worth is subjective. If I train a dog I do not get out of the chair under $50 an hour. Some want $3000 an hour in order to get out of the chair. And then we go to supply and demand again and marketing ( which also costs money).
So to call someone ripoff or too expensive is silly. Just do not buy the product if you think is too expensive. Vote with your dollar for quality and discard crap. That will bring the price where it needs to be. If you are not able to pay what is asked for a product, but you want it do not bash the seller and buy yourself a piggy bank and start saving.
Little note:
Even so we are talking about dogs i am using word "product' in broader sense in order to make point which is applicable to any selling and buying.
