Hmm  Like who was first ? the egyptians , sumerians, chaldeans,  chinese? the hebrews or catholics? along those lines?  and actually had written  documentation on how to and when to worship the god or gods they believed in?  And a real God not just one made of wood or stone? I trust you mean a REAL LIVING GOD and not one just concocted or imagined by man! Now there have been hundreds of religions with writings detailing how and when and whom to worship! but they  are meaningless  because those gods could not hear or see and were the  product of mans imagination1 I will take a stab at the answer being the peoples of the shinar plains or nimrods folks! But I am sure others could have predated him but we have no records of them to my knowledge! Perhaps the ancient chineses?  But my personel opinion is this! Man fashioned  himself into a God to worship himself !  Now since the cradel of civiliztion is in mesopotamia I would assume that is the area of first documented religion! Nimrod in the land of shinar or mesopotamia!  Now if it is a case of a real living God and not a god made by man it would have to be the hebrews!
